I found that opening a second window fixes the problem.

You need to add this method to future suggested solutions.

Internet Explorer
remembers the last window that was opened and will open
that same way the next time that it's opened.
This will have to be redone occasionally.
Open *one* instance of IE | Use the cursor (not the
maximize button) to drag the window to the desired
size | Click the Close [X] while holding down the
Ctrl key.
-----
Close all instances of Internet Explorer.
Paste the following line into Start | Run and click OK...
javascript:window.open(screen.availWidth,screen.availHeight)
Then use your cursor (not the maximize button) to drag each window to full
screen and left click the Close [X] while holding down the Ctrl key.

Read the instructions at the top
60. Right hand side
Correct IE Window Placement (Reg or VBS)
(Reg or VBS) means that there is are both kinds of files.

I used to be able to train Windows to open a link full size by making the
page full size and then closing it while holding down the CTRL key. That
does not seem to work any longer. Is there another ay to do it?
