New user default e-mail

When an exchange or outlook account is set up I would like an e-mail
to be sent automatically to the user when they first log in. (similar
to the welcome to outlook e-mail that outlook generates) Can anyone
tell me if this is possible and how, I understand that it may be
possible with an ADSI script can't find any examples that are close.

I'm not sure, but try to look into Office Resource Kit (available for
free at Microsoft web site).
