Recently new user accounts not able to login from the client computer, at the
same time the existing user name working without any problems, what could be
the reason ?

I have already added new user on the current active directory.

Most likely are:

1) DNS incorrectly configured
(most authentication & replication problems are this)

2) Computer account hosed up -- most likely due to #1
but other stuff happens.

Fix #1 if necessary and "right click reset" the computer
account in the domain. Very rarely the computer account must
be removed and rejoined to the domain.

Help with #1:

DNS
1) Dynamic for the zone supporting AD
2) All internal DNS client NIC\IP properties must specify SOLELY
that internal, dynamic DNS server (set.)
3) DCs and even DNS servers are DNS clients too -- see #2

Restart NetLogon on any DC if you change any of the above that
affects a DC.

Either the PC itself has a problem, and existing users are just getting on
through cached credentials, or a domain controller is not receiving the new
user object. If it's the latter, then more than one PC will probably be
affected. Try the new user account on other computers to see if the problem
is specific just to one computer or not. Once you narrow it down to the PC
or the domain controller then further troubleshooting can proceed.
