repair program a new Login account was created on the Destop - ASP.Net

The ASP account is usually for people who want to develop software to be
able to do it in a restricted account. It's benign and shouldn't be deleted.

Do you mean the ASP.net account is listed on the welcome screen? If so, edit
the registry at this location to remove the ASP.net account from the Welcome
Screen:

[HKLM\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\SpecialAccounts\UserList]

Locate the "ASPNET" in the right hand pane and double click. Change the
value to 0. Exit Registry and Reboot to for the changes to take affect.
