as far as your CPU, i don't know, on my MB, i have a mini
processor that's part of the MB resources and it channels
the primitive speaker out to my shelf speakers. It will verbally
tell me if there is no CPU. after all the post are done , then
tells me it's booting from the operating system.
You don't need the memory in for the very basic boot start that
bios goes through when resetting the main CPU..
Most MB's have a wire called the PG (power good) that will shut the
power supply off for various reasons.

You have to stop complaining and do some serious research .

Anyway what I was gonna say is:

I have no reason to believe the motherboard would fail booting even if
there is a damaged memory chip inside it.

For now I will assume the motherboard continues even if:

cpu dead,
memory dead,
anything else dead.

That would be real smart.

No need to remove components, saves a whole lot of potential risk
damaged because of moving around components :)

Also no beep codes in manual.

Besides the best strategy now is to replace the bios chip first.

Don't you agree with that ?

The way I see it is really simple:

If my theory is correct and the bios is dead then no matter what I
move, no beep codes will occur.

So my conclusion is the correct conclusion:

Don't listen to idiots on the internet saying:

"try this, try that"

^^^ best way to: waste lot's of time, run lot's of risk, and finally
damage your computer real good ^^^

You see I am not wet behind my ears when it comes to internet folks ;)

any good MB will turn off the supply if it detects voltages
not coming up due to shorts or over current detectors via
the support chips.
Power supplies are high current and they can burn a lots
of goodie's before they are done.

The BIOS chip could be dead.

Possible evidence:

When turning on the power the cpu fan spins slowly ?!

Fan failure. Power connector on MB failed. Power supply failed.
(Some have said the cpu fan is controlled by motherboard and spins up
to full speed (?))

Possible invalid evidence:

Graphics cards fans spin up to 100%, this is probably invalid evidence
since these fans could be controlled by the cards themselfes ?!

Possible causes for dead bios:

1. Bios attack from "crack".

The only virus I know of that attacks a BIOS, is way outdated and
probably wouldn't do a thing.
2. Bios corruption from many resets because of system freeze. (Maybe
power surges)

Power surges are usually from: lightning, and bad power from your
power utility.
3. Bugged beta bios killed it.

4. Flashing could be bad, some transistors failed to be flashed
properly.

You would have seen that during the flash process, since it would have
told you it failed.
5. Bad quality of bios chip. (Possibly refurbished motherboard (?))

Refurbed motherboard: would have been indicated on the mb box
6. Bios chip damaged by touching it.

Only if you removed it.
7. Wrong settings killed bios chip (?).

8. Too much heat killed bios chip (?).

The possibility of those two SWAGs are remote.

ha, you didn't pull the memory ?
you should at least do that to see if you get the memory error code beep !
if so, that would tell you that you have a bad chip.

Jamie you not making much sense in the first place.

The bios is supposed to detect bad memory chips and beep about it !

Pulling the chips out of there should make no difference.

Have you ever come across a bios that hangs when the memory chips are
bad ?

If so throw it in the waste basket !

No bios should be that bad ;)

How about this:

1. Bios detects bad memory chips or shortages in memory chips or
whatever.

2. Bios turns off memory path.

Ofcourse this won't work, but the time the bios, power supply detects
over voltage it might already be to late ?

Documentary on television today about a aircraft carrier and a zuni
rocket going off because of a power switch flipped.

The term they used:

In dutch:

"zwerfstroom".

Can't remember the english word for it... possible:

"Straypower"

Haven't even googled it yet to see what's that about.

My own theory is:

The electronic components guide the electricty. When they are off they
can't guide it.

So when the power goes on, the electricity could go anywhere because
the components did not react fast enough.

For example special components which use a voltage to regulate
resistance.
You would have seen that during the flash process, since it would have
told you it failed.

How would such a small tiny chip detect a transistor failure ?
Refurbed motherboard: would have been indicated on the mb box

Maybe ignored to be able to sell it at a higher price.
Only if you removed it.

I touched it to inspect if I could remove it. Wasn't sure back then if
I could remove it...

I do like exploring all possibilities, signals, situations, analyzes,
