When setting up multiple computers is there a way to "Copy" or "Mirror"
settings such as tweaks for diplays, task bar, Computer update settings,
group policy changes, and InternetExplorer security settings from one
computer to another?

You can use Sysprep to 'image-copy' one configured machine onto others.
