New, reply & forwarded messages will not send

My laptop has been sending and receiving mail with no issues until yesterday.
Now it will only receive and will not send any message. This is the error:
The connection to the server has failed. Subject 'test', Account:
'incoming.utwire.net', Server: 'outgoing.utwire.net', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E. I tried
downloading the KB941090 update but that didn't work either. I have another
e-mail I use with window's mail that is giving me the same message. Any
suggestions?

Are you now using an internet connection that does not start under the same
internet provider as that server? Such connections to port 25 are often
blocked to cause trouble for spammers.

Did you try both the 32-bit and the 64-bit version of the KB941090 update?
One will refuse to install, but which one depends on which version of Vista
you have.
 
Yes, the internet provider here is quest but I have either utwire.net or
wasatchmtnmortgage.com I am sending from. The frustrating thing is my
business partner has never had any issues sending from wasatchmtnmortgage.com
and we are in the same office. His laptop is running XP. To answer your
other questions, I have downloaded both versions of KB941090. Any other
ideas?
 
Quest or qwest? I found information for Qwest, but Quest appears
to be a software company instead of an internet provider.

If he was connected through a port other than port 25, he would avoid this
problem. Webmail, for example uses another port, but Windows Mail
can't connect to a webmail port. You may find it easier to keep using
the same incoming mail servers, and using the same return addresses, but
use the Qwest outgoing email server:

You don't need to set up all of your email account this way - but click
on Tools, then Accounts, then you email account, then Properties,
then Servers. Use these instructions for setting up the Outgoing nail
server. If you need to log in to this server, click on My server requires
authentication if there is no check mark already there, then click on
Settings, then enter what is needed to log in and any approvals needed,
then click on OK, then Apply , then OK again, then Close. Do the
same for your other email account.

Avoid downloading the Google Toolbar - it tends to cause problems
in Windows Mail.
 
See if either of those accounts let's you use a port other than 25. Port 25
is probably being blocked by your OSP for any SMTP server but their own.
