New, Reply, Forward, Options, etc. all disabled?

New, Reply, Reply to All and Forward are disabled (on the toolbar, Actions
menu and in email windows, where applicable). File>Save As, File>Import and
Export, View>Toolbars, Tools>Customize and Tools>Options are also all
disabled (greyed out). There are probably other things too, e.g. I can't
set/unset flags on messages.

I've tried Detect and Repair (and rebooting) but neither helps.
Everything _does_ work in safe mode (whether /safe, /safe:1, safe:2,
/safe:3, /safe:4 or CTRL+click on Outlook shortcut), but I'd prefer not to
run it in safe mode... (FYI Help>About->Disabled Items is always empty)

Unsurprisingly this problem makes Outlook rather useless, so any solutions
would be greatly appreciated!

Using Outlook 2003 SP2 on Win XP SP2 with all patches for both.

did you activate outlook/office? do you have a message selected (dark blue
highlight)

I'm fairly sure I activated it. When I click Help->Activate Product I don't
get anything though (it should say "The product has already been activated.",
or else spawn the activation wizard). And yes I do have a message selected,
and have tried with a message open, etc.

Do you have any addins installed? Are you on a corporate network with a
(poorly written) group policy in place that could be causing it?

I haven't installed any addins, and am on a recently installed home computer
connected to a university network. I should mention that Outlook worked fine
for a while, this only happened recently (at around the same time as I
installed MSN Messenger incidentally).

Also I use Outlook to check a mixture of POP, IMAP and a Hotmail account.

Actually I'm having similar problems throughout Office - Word informs me that
all documents are locked and I cannot edit them, as well as disabling new
etc. I'm going to try completely reinstalling Office.
