new remote site

I have a server in a remote location
I want to promote this server to a dc and make this a site
however when i run dcpromo, my remote server can't find
the target domain.

The remote server is not in any domains currently.
I've tried adding the ip address of the local dc into the
host file, and created a dns on the remote server with a
record for the local dc. still it can't find the local dc
i can ping the local dc from the remote server.

You need to *point* the remote server's DNS resolver (client) to the DNS
server hosting your Active Directory SRV records - otherwise it will not be
able to *find* a domain controller - and be able to be promoted.

you have to put the target domain DNS IP adderss in your
new server's IP configuration.
Add the server to the domain, reboot and dc promo.
