New Mainboard - no POST

Hello!

My girlfriend's PC went defective, computer shop said it was the
mainboard, so we replaced the old mainboard with a brand new Asrock
K7VM2 r3.0 and 256 MB DDR-RAM. CPU is an AMD Duron 600.

To cut it short the system doesn't POST with the new board. The CPU
fan is spinning, the screen remains black, no beeps either, even if I
remove the RAM completely. I reduced it to just the PSU, the board,
the CPU and the RAM. I tested the RAM in my own PC - works. I
connected my own PSU to the dead system - doesn't bring it to life.
So, I guess it is either the Duron or the brand new board.

Is there any way to know for sure without changing the CPU or the
board? The ASrock website says that this board only supports Durons
from 900 Mhz upward. Could that be the problem? Has anyone used the
Asrock K7VM2 r3.0 with a Duron below 900 Mhz?

Solution: Both the mainboard and the CPU were defective! Problem
solved by changing board and replacing CPU with a Duron 1600.
