New is not an option - cannot create a folder

Hell

I am logged in as admin and cannot create new folders as new is not an option when right clicking on desktop or in Windows Explorer. I have scanned for virus but have not found any (definitions are up to date). I am thinking problem with the resitry but do not know where to start to isolate the problem

Any help would be grea
