New Install stop error with new hard drive

Some time ago, I changed hard drives, but had problems doing a clean install
of Windows XP Home Edition with SP1. Everytime I tried to install it, I kept
getting the same error:

SESSION3_INITIALIZATION_FAILED
Tech info: ***STOP 0x0000006F (0xC0000020,0x00000000,0x00000000,0x00000000)

Back then, I believe I repeatedly pressed F8 and it worked. However, when I
thought I had to re-install again, this didn't work at all! It turned out
that I didn't need to re-install at that time, it was just a virus that I
could delete with free software.

Could someone please help me know what I should do if I ever really need to
re-install XP. I most likely won't have internet access if this happens, so
I need to know before I get a fatal virus or something.
