New Hardware Wizard continously loops

I've tried two different USB printers on this system. The
new hardware wizard begins but returns an error...

An error occurred during the installation of the device.
Access is denied.

User is administrator equivilant... After it gives the
error, it starts the new hardware wizard again, returns
the error, and continues the cycle. I did web searching
and found a similar error but instead of Access is denied
it says data is invalid, I went ahead and tried the fix
for that to no avail.

Thanks for any information and suggestions you can offer.

Plug and Play does not work for Power user. Have you logged on as the
Administrator and had this failure? Not sure what administrator equivalent
means.
