New Hard drive 200GB--XP sees only 131GB on install

Put in a new hard drive, already updated BIOS, it sees
200GB. Install of XP Pro sees only 131GB. So how do I
format???
Will going to console repair first and doing CHKDSK help??
How can I install my Pre-SP1 on a 200GB hard drive??

Hi..I just installed a maxter 160 gb(for the first time) and during the setup and format it said that windows will only accept 137gb as default....So when you set up the hard drive---when you get to the partition part--go to advanced then you can put all 200gb.....IMPORTANT though...The setup said that you can only do this if you have the Service Pack 1 installed...So I after I installed AOL I went directly to the windows update site and dl'ed all the critical updates and it seems fine...
