New footnote in the middle of a document

I'm editing a document and when I try to insert a new footnote in the middle
of the document, instead of inserting the next number and renumbering the
footnotes that follow, instead it restarts at 900 and all the subsequent
footnotes I added continue number consecutively from 900, regardless of where
they are in the document. I'm using Word in Windows XP. Suggestions?

I'm running Word 2003, but I'm not sure what the original author used. There
are about ten footnotes that I've inserted. The first one should be number 8
but instead is 901. There are no section or page breaks in the document.
