New Email Only Being Downloaded Every Hour or So

I'm using Outlook 2007. Even though I have my send/recieve setting set to
every five minutes, I am only receiving email maybe every hour or so. I can
look at my email account online and see there that there are new emails, but
even if I click the Send/Receive button in Outlook, they will not download.
My ISP says the problem is not on their end. Can anyone help me with this?

Reset the time to every 10 minutes or even more. Your servers might need more
time to reset. That's why the default time for auto polling is every 10
minutes.

I'll give it a try, but I didn't have any problems until I upgraded from
Outlook 2002 to 2007.
