New email does not show up in inbox until another folder is selected. When I
select a mail folder other than the inbox then new messages show as being
available in the inbox. I am running outlook 2000 on a corporate exchange
server.

You have something in your network blocking the UDP packets beings sent
from Exchange. You'll have to change Outlook so it polls for new
messages, or fix your network to stop the blocking.
