We are setting up two new computers on our network,
operating system winxp pro. How do we allow the
administrators access to internet? So we can download
updates such as msn messenger etc.

How are you prohibiting the accounts from accessing the Internet? It
may be as simple as configuring your NIC card properly with the proper
IP addresses of the gateway.
