New-built Computer , setup problem

Built a backup 'puter with Win 98. HDD served on previous backup, different
mobo manufacturer. It failed. Could not get rid of the Microsoft New
Hardware wizard stuff, to get at the several setup files I'd prevously
placed on drive using my main box. The wizard did not recognize my CDROM
drive, or display taskbar.
I guess that all this means I have to remormat C:\ and start all over.
Suggestions as to how I can do it all more simply and quickly would be most
appreciated.
