New Application Launch ; window on top

I was asked if there was a way to make a new application that was launched
from the quick launch bar show up on top of the other windows that might be
active on the desktop,

Does anyone know where this setting might be or if this can be done.

There is no such setting. Since that behavior isn't normal, search the
system for malware stealing the "active window" property. If you can't
find the culprit, there are third-party workarounds (not tested):
