'never dial a connection' wont stay put

MSN sign in window arbitrarily pops up and won't stay closed. MSN tech suoopsrt said to go to control panel, internet options, connections and click on 'never dial a connection', click 'apply', and then click on 'ok'. But it keeps changing itself to 'dial whenever a network connection isnt present'. how can I get 'never dia a connection' to stay put or is there another way to prevent MSN signin window to keep popping up. there are other things for the computer other than the isp!

My experience is that
if I have DSL or Cable
and either drops then my system attempts to dial up.
Even with the never dial set.

Is your DSL or cable flakey ?
