I currently work for a charity who is investing in 7 new PC's. I would like
them all to be networked together and was wondering if that was possible
using XP home or whether I will have to spend a vast amount of money to
upgrade them to XP pro? Obviously I would like the cheapest option.

You can easily set up a peer to peer network with 7 PC's running XP Home.
Give each PC a unique name and make them members of the same workgroup.
Or just run the network set up wizard. You will be asked to name the
computer and define the workgroup.

Windows XP Home will network quite nicely. There's a limitation in the number
of computers that can simultaneously connect to any one computer: 5 simultaneous
incoming connections on a single XP Home system, 10 simultaneous incoming
connections on a single XP Pro system. Other than that, no sweat.
