Networking requiring user set password

Reinstalled XP, tried to setup network, got error saying
the problem may be I had not set a user password or that
it was blank. I set a password and the networking worked.
Why did I have to set a password. How can I get it not to
require me to set a user password?

Microsoft Money is also requiring that any user on my
computer set a password before it will run?

What is up?
