network ?

I have a peer to peer network via a router. I enabled file sharing on all my
drives for various reasons. I am unable to access the "Program Files" folder
on one of the remote computers.When I check the sharing and security part of
the properties tab for the program files folder and attempt to click the
sharing boxes the following appears on the screen :"options are disabled
because the folder is being used by the operating system". How can I make
this folder accessible??
