Network setup wizard

I am unable to run the windows XP network setup wizard..
when I click on the "Set up a home or office network" or
on the network setup wizard icon in the communications
group, the hourglass appears for a moment, and goes
away... the wizard does not start

I probably should have also mentioned that i've tried
everything I could think of... including reinstalling
windows, and then repairing the windows installation. The
options to share my internet connection do not appear
under the advanced tab in my internet connection, but the
option to firewall it does. This is running windows XP
home.

Usually this happens when your Network Connections folder is emtpy, try
fixing that first...
First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.

If the services are running and you still have no icons in the connections
folder, run each of these commands at a command prompt

regsvr32 netshell.dll
regsvr32 netcfgx.dll
regsvr32 netman.dll

and reboot.
