network setup problems

Trying to add new PC to existing home network. Primary and new pc are both
XP, both hard wired to router. Internet access on new pc works fine but
neither machine canb access the other. New PC messages "MSHome is not
accessible. You might not have permission to use this network resource.
Contact the administrator of this server to find out if you have access
permissions. The list of servers for this network is not currently
available." Old PC can see icon for new one, but when clicked it messages
same text but ending with "The network path was not found." Both pcs have 4
users, same names, no passwords. Both firewalls are disabled. Been hunting
all day for solutions - can you help?
