if a small college were to offer interactive classes via
the Internet, what issues would there be? would they be
using a VPN or a web server? Please does any one now of
any solutions?

There are any number of possible solutions to this question. For example
one could use a one-way or two-way videoconference system, or pre-recorded
streamed classes, or PowerPoint presentations, or simple static content to
be downloaded. Each approach would have advantages and disadvantages. The
security necessary would depend on the solution chosen.
