Network Files deleted by Users

Windows Server 2003 with Windows XP workstations. When a user accidentally
(or worse, purposefully) deletes a network file, it doesn't go to their
Recycle Bin nor does it go to the Recycler on the Server.

Are these files just permanently deleted? Is there some setting I can
change that will move these files to a recoverable location? Please help.

Yes.

A third party application or restore from backup. There is no "setting" that
I'm aware of that would change this.
