Files not going to recycle bin

I have recently installed Windows Server 2003 for SBS.
When a network user deletes a file that resides on the
server, where does it go? I do not find it the user's
recycle bin or in the server's recycle bin. Both are
configured to use the recycle bin.

Files on network drives are permanently deleted. They do not go to any
recycle bin anywhere. The recycle bin is only for files deleted from the
local file system.

True, but there are 3rd party utils that can add this functionality.
