Network Connections

Does anyone know how to fix the problem when you click on
Start---Settings---Network Connections there is a long long delay?

I have this problem on both a desktop and laptop. One thing I have on both
that might be the problem is a VPN Connection Setup to a Small Business
Server 2003.
