Network connections stopped working after SP2

After installing XP Service Pack 2, none of my VPN
connection shortcuts work (they cannot be launched) and I
cannot create new network connections. This is the same
even if I turn off the Windows firewall.

Anybody know a solution for this?

oops, a particularly stupid mistake on my part. The URL should
be
