i have #1 xp pro and #2 xp home on a network phone line.
xp pro is the one that connects to internet.does #1 have
to be on so #2 can connectto the internet?

The PC that is dialing up needs to be set as the "server" and the other

Yes. PC#1 is in the middle, between PC#2 and the line to the
'net, so PC#1 must be up and running its OS to pass the data
(and non-data) between PC#2 and the 'net.
