Network Connection Fail

I am unable to start a new connection for dial up
modem after re-installing XP. The only internet
connection option avail is broadband.

The service Remote Access Connection Manager will not
start due to dependency failure...I cannot manually start
this service; I can't find a dependency that's failed.

Any ideas on what's missing?
