Network Configuration "Advanced" Tab for a plain old user

I need the ability to allow roaming laptop users to change the network card
speed/duplex without being an administrator. We hard code our settings to
100/Full during the build process due to interna NIC and switch issues. The
local Network Configuration Operators group does not allow this. It seems
that the Advanced tab is only accessible if the user is an administrator of
the local machine. This is becoming more and more of an issue as wireless is
becoming more popular, and depending on the version, a,b,g this may be a
necessity for wireless adapters as well.

Any help would be appreciated.

Try making a new group and call it something like "wireless operators"
and set permissions with Group Policy. Then add the laptop users (and
yourself, of course) to that new group.

The new group. You make a new user group and call it "wireless
operators" and assign permissions with Group Policy Editor exactly as
you want. Maybe you want that group to be able to use the wireless
connection, change things, but you don't want them to be able to do
something else. Then you add users to the new group, making sure you
add yourself, too.

Maybe I wasn't clear in the beginning, so I will try to better explain this.
When you bring up the properties of a network card, there is a configure
button associated with that network card. When you click that button, the
properties of the network card appear. One of the properties tabs is
"Advanced." This tab is only visible to a local administrator of the
machine. There is a Group Policy setting that will disable this tab from
appearing for an administrator, but i am unable to locate anything in Group
Policy that will allow any group of users other than the Administrators
access to this tab. If you can tell me a specific way to do this, I would be
GREATLY appreciative. Please be specific. For instance, In group policy
under the users policy, select Admin Templates->Network->Network Connections
and locate the BlahBlahBlah policy. OK? Also, I already have a Global Group
called Laptop Admins, so if there is some resource that I need to add Full
Control access rights, I can certainly do that also. I'm not a rocket
scientist, so simple step by step direction is what I need. Your
understanding and patience is really appreciated.
