Hi Gurus,

When I try to add a Network component, I get a message
"The Program cannot start, probably because your user account does not have
permission to modify the system registry.
For more info, view the Application Event Log."

followed by "The Application cannot be initialized."

Its a home/standalone PC and I'm logged in as a user with Administrator
rights but still cant get this to work. Any leads will be very much
appreciated.

Thanks a lot.

Hello Rem!

Administrator rights but still cant get this to work. Any leads will

Have you tried it also with the Built-In Administator account? I've got also
a software which was unable to install if i was not logged on with the user
"Administrator". A user with Administrator rights was not enough.

Hi Peter!

Thanks for the response. I tried with the built-in Administrator account and
am getting the same message. Do you have any other suggestions? Thanks
again.

Not for that...
I tried with the built-in Administrator
account and am getting the same message. Do you have any other

Only the hardcore-method:

Download FileMon start the installation with running FileMon and watch if
there is any file which can't accessed.
Filemon: http://www.sysinternals.com/ntw2k/source/filemon.shtml

And the deep hardcore-methode is to do the same with RegMon
RegMon: http://www.sysinternals.com/ntw2k/source/regmon.shtml

Try it first with FileMon!

Peter,

I ran Filemon and got the following messages:

Failed to Create Key
followed by
Error loading FILEMON. The specified resource type cannot be found in the
image file.

I then tried to run RegMon and got a similar message.
Any ideas?

Yes, if you have insufficient rights :-)

Hm, if you make a double click to the clock in the task bar, can you change
the settings or appears a message that you are have not enough rights for
that?

You tried it with the user with administrative privileges?

Peter,
I was logged in as Administrator when I tried to run FileMon and regmon.
I could try the double click later today.
What would be the next thing to do if
1. I was able to change the settings
2. I was NOT able to change the settings.

I appreciate all of your help. Thanks!

Thats a very good question. If you can change the settings, but you can't
install the network component and FileMon was also not able to run...?
Strange thing that!
Can we think about it if we have the answer to that question?
Sorry, but my ideas are near the end...
2. I was NOT able to change the settings.

Then you have a problem with the administrative privileges. If you are able
to change the settings with the built-in administrator, but not with the
user you created, then there is a problem with this user. We have to check
if this user is really in the local administrators group and has also the
rights from that group.

Peter
What if I was NOT able to change the settings being logged in as Built-in
Administrator?

Huch. Then we have a big problem. Truthly, I cannot imagine that this will
not work.

Peter,
I was able to change the settings being logged in as Built-in Admin and the
Admin User. But, when I tried to add remove programs -> Add Remove Windows
components, both the users got the message that they do not have authority
to perform the operation. So I ended up reinstalling 2k. Thanks for your
help. Hopefully this doesnt happen again!
