network card lamp is red

network card lamp is red
and the pc cannot access the lan and internet.
i reinstalled win2000 and it 's the same.
 
Start w/ the physical layer first. NIC or cable
replacement/repair/troubleshoot.
 
i replaced the old network card with another.
i'm not sure that it's wrong with the old network card.i guess the plug sin
is not working.
