Network Broadcasting

Does anyone no of a way to broadcast a simple text
message to users (either individually or group wise)
across a home LAN consisting of both ME and XP machines?
I know messenger/netmeeting will do but they have to be
running on the receiving machine. I'm looking for
something that just alerts a user to something or
delivers a message.

Any help would be appreciated.

There is an application called NetHail which is a Gui
based Mass messaging app, it will send arround a popup
screen on all Win2000 & WinXP workstations.
