Network and Dial-up Connections applet unavailable?

Windows 2000 DC/AD small network, 10 workstations. The network and dialup
connections applet will not launch or open. Have tried directly in control
panels, no good. So consequently I cannot view the properties of the network
adapter. Very troublesome. Any ideas?

I have the same thing. I can't get into the "connections" tab in IE
Options.. I am having some apps hang, nothiing noted in the event logs.. I
am pulling my hear out

Just to shed a light on this issue, I have the same issue and luckily
have FOUND THE CAUSE and solution!

There were some explanation in the Microsoft Support site after I
extensively searching for solution for this issue. One thing that I
have discovered that Intel ProSet II tray icon was there and I tried to
open it. Then it says something like "The Service Database is Currently
Locked." I searched for this at google and found that a possibility
that a service that is trying to start but cannot start for some reason
and this service is locking the network card control panel for some odd
reason. Unless you disable these services that locks your network
card, you can't modify that network card properties.
