Cannot access Network Connections anymore

Strangest thing happened on a Windows 2000 Server here. Server has
been running fine, but in the last couple of months all of a sudden I
can no longer access the Network Connections icon through Control
Panels or via the Start Menu. Does anyone have any idea what might
have caused this, or what can be done to get direct access to it? I
have a 2nd NIC that I'm trying to configure and I can't get anywhere
near Network Connections to set it up, let alone change the current
settings.
