Netlogon fails to start

I've got 2 Windows 2000 Advanced Server DCs with SP4 and
all of the latest updates. I also have several other
servers running Windows 2000 as well as a couple NT
servers that have been working well on the domain for
months. I just got in a new machine and needed to install
Win2k Advanced Server as a member server. After
installation, I joined the server to the domain. When the
machine rebooted, I got an error message stating that one
more services failed to start. When I looked, the first
service that failed to start was Netlogon with the reason
that the Workstation service had not started yet. I
checked the services tool and found that netlogon was
still not started, but the workstation service had
started. I made sure that the workstation service was a
dependent service in the list in the registry for Netlogon
and rebooted without a change. I tried reinstalling the
OS, and, while the mahcine was still a member of a
workgroup, I then installed SP4 and all of the updates.
Everything was working fine until I joined the server to
the domain, and then the Netlogon service failed again on
reboot. The browser service also fails each time. I've
made sure that the domain controllers are reachable. All
of the other servers are fine. DNS seems to be working
OK; I can get responses from nslookup for both DCs when I
poll for the domain name. What else can I look at?

CAUSE
========
This issue can occur if either of the following conditions exist:
The dependent services of the Netlogon service have been changed from the
default values and are not properly configured. You may be unable to access
some network resources on the computer because the Netlogon service is not
started.
You removed Client for Microsoft Networks, and then reinstalled it. The
dependencies are not reset correctly if the Client for Microsoft Networks
component is removed and then reinstalled.

SYMPTOMS
==============
When you start your Windows 2000-based computer, the Netlogon service does
not start, even though the "Startup type" is set to "automatic". Event
Viewer logs the following errors:

Event Type: Error
Event Source: NETLOGON
Event Category: None
Event ID: 2114
Description: The Server service is not started.


Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7024
Description: The Netlogon service terminated with service-specific error
2114.

After the computer starts, you can manually start the Netlogon service.

RESOLUTION
==============
WARNING: If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using
Registry Editor incorrectly. Use Registry Editor at your own risk.
To resolve this issue:
Start Registry Editor (Regedt32.exe).
Locate the following registry key:

HKEY_LOCAL_MACHINE/System/CurrentControlSet/Services/Netlogon/

In the right pane, double-click the DependOnService value .
In the Multi-String Editor dialog box, type the following strings on
separate lines, and then click OK:
LanmanServer
LanmanWorkstation

Quit Registry Editor, and then restart the computer.
The Netlogon service starts as expected.

Check your system time. Are you off by more than 5 minutes

If time is OK then be sure that your primary DNS is pointing to the AD DNS and that you can resolve the DCs with the FQDN.

Thanks guys for your help so far! The times are fine. When I use nslookup to check for the domain controller locations, it responds with the correct answers

I've discovered that on the 2nd of my 2 domain controllers, the one not acting as the PDC Emulator, a ton of 1265 errors in the directory services event log. This indicates that there is "some" problem with DNS, but I can't see what. The knowledgebase article that I found at Microsoft talks about using nltest.exe to help troubleshoot the problem, but whenever I try to run the utility, I get an error telling me the entry point cannot be found in netapi32.dll. Any suggestions?
