Netdiag is failing too

Mark is correct with his statement that the NetDiag report
indicates that the GUID record under the _MSDCS reocrd is
missing. You need to recreate the service records in DNS
for the DC by restarting the NetLogon service on the DC in
addition to Mark's steps. Also make sure the DC is ONLY
pointing to the DNS server that his hosting your zone.
