We have connected 2 subnets using a router. They now can communicate
via their IP addresses. Does anyone what to do to allow PCs to
communicate via Their Netbios names?

You can either enable NetBIOS broadcast passthrough on
your router (not really recommended), or you can turn up
WINS service and point everyone to it, if you have a
Windows Server running somewhere on the LAN to run
WINS on.

And, if you are using static IP addresses and have a small number
of machines, you could create static lmhosts files, and
distribute it to the individual workstations. This becomes
unmanageable very quickly, and is more of a theoretical
possibility than anything you'd likely want to use.
