How can I disable this command so my students cannot use
it or disable access to the command prompt. They cannot
run the command prompt from the normal windows menu as it
is disabled in the policy but they can run it by making a
shortcut in windows explorer.

Any ideas

How about renaming the executable? It can be
accomplished via a login script or manually. I did it
with the regedit and regedt32 executables. You just need
to make sure you remember what you named it.
