It depends on a lot of factors. Hard to say precisely. If everyone is
participating and collaborating ... 3-5 is surely the max as beyond that
there is chaos simply knowing who is controlling the meeting. No
different than if all were in the same conference room. If one
"presenter" and then everyone else watches (say a PPT presentation being
broadcast), I've seen it work for up to 15-20. Also depends on if you
are using a central server which everyone connects to, or connects to
one site, or if the connections are daisy-chained. Finally, depends
somewhat on the NetMeeting skills of the people and their patience in
setting up and making the connections.

described above it's hard to say.
