You need it only if you run a program that needs it. You have the choice
between installing it now, so it be there whenever you need it, or waiting
until something that needs it prompts you to install it.
Your choice--either will work, but if it were me, I'd just install it now.
Only you know.
..NET Framework 3.0 is still 'fairly new' and thus not as heavily used by
third party software as .NET Frameowrk 1.1 and 2.0.
What you have on your machine - I do not know. ;-)
