.NET Framework v1.1

After upgrading to .NET Framework v1.1 on Windows 2000
Server, new users can no longer logon. When attempting
to logon, they receive the following message, "Windows
cannot copy file c:\documents and settings\default
user\Application Data\Microsoft\CLR Security
Config\v1.0.3705\security.config.cch.16416.683293750 to
location C:\Documents and Settings\%username%\Application
Data\Microsoft\CLR Security Config\v1.0.3705
\security.config.cch.16416.683293750. Contact your
network administrator.....DETAIL - Access is denied."
EVERYONE has Read & Execute permissions. Anytime I try
to change permissions on the file logged on as an admin,
I receive Access is denied. Any ideas anyone?
