net Framework update

On a Windows XP computer .net Framework 1.1 SP1 is installed. Windows Update
brings up .net Framework 1.0 SP3 as a critical security item. However, on
attempting to install it gives the message The following updates were not
installed. It repeatedly brings it up as a critical update. What is going
on? Thanks
