.NET Framework Config Error

I use XP. I downloaded and installed the Microsoft .NET Framework 3.5 SP1
update. The next time I tried to use Microsoft Virtual Earth, I got a
pop-up error page during the "Loading" sequence. The three statements at the
top of the error page were:
1) System.Configuration.ConfigurationErrorsException Configuration failed to
initalize.
2) System.Configuration.ConfigurationErrorsException Unrecognized
configuration section system.serviceModel
3) Windows\Microsoft.NET\Framework\v 2.0.50727\config\machine.config line
146

I thought I might have had a problem during installation of the update, so I
removed Framework 3.5. Virtual Earth then ran without any error messages. I
re-installed Framework 3.5 and Virtual Earth returned the error page during
"Loading" again.

How do I fix this problem? Appreciate the help.

looks like you answered your own question
You don't need 3.5 unless you have a program installed that requires it
