.NET Framework 1.1 Service Pack from Microsoft.

I am an end user of Windows XP, Home Edition. I use it for Internet, Office,
Graphic or Sound applications, e-mail. Nothing special.

Do I need .NET in my machine?

And if yes, would you reccomend I download the last SP?

You only need .NET if any of the programs you have installed need it. If
you do have it installed (and it will not hurt anything for you to have
it), then yes you should keep it updated with service packs.

The .net framework is a support file for programs written using .net (sort
of like the old vbrun dll files for visual basic programs). If you have such
programs, you need the .net framework to run them. Because .net is
relatively new, there haven't been a lot of programs using it yet, but there
are more and more all the time. A few months ago, I had none; now I have
three.

So even you don't have any such programs now, it's likely that you will
soon. For that reason, I recommend having the .net framework so you don't
have to worry about it when you need it.
