.Net CF for Windows SE?

I just bought an iPAQ rx3100 running Windows Mobile SE. I have an app I
inherited from a now-gone developer which doesn't run, getting the message
"requires a newer version of .NET Compact Framework than the version
installed on this device". The details for that message say
"TypeLoadException Could not load type
System.Data.SqlServerCe.SqlCeConnection from assembly
System.Data.SqlServerCe".

Strange, but ok, I go to get the latest copy of CF which appears to be v1.0
SP2. When I install it on the device it said "The program you have
installed may not display properly because it was designed for a previous
version of Windows Mobile software". And my app still can't run.

So
a) is v1.0 SP2 the proper version of CF for WMSE?
b) any idea why I would get the SqlCeConnection load exception?

1) yes
2) have you actually installed SQL CE? It is not a part of CF distribution -
you may want to deploy your app from within Visual Studio once to make sure
SQL CE is installed

Didn't install SQLCe, that must be it. I'll give it a try from the IDE,
